A-Team Solutions, LLC (ATS) a federal contractor based in the Washington, D.C area and its teaming partner GPSI (on Guam) are seeking an HR Position Classification Officer to work in Naval Facilities and Engineering Human Resources Organization unit in Guam. This is a full time position; 40 hours per week Monday - Friday. The ideal candidate will independently provide HR position classification and consulting services and deliverables to satisfy the overall operational objectives of NAVFAC HR. The ideal candidate should exude passion and position classification competence and possess demonstrated abilities to teach/train other HR specialists in analytical, evaluative classification techniques and to thrive in complex and challenging environments to create a compelling image for ATS and its teaming partners.  


HR Position Classification Position Description, Job Requirements, and Qualifications:


Position Description: The HR position classification officer will review/create appropriate classification determination and provide consulting services for the Human Resources department for NAVFAC Marianas, Guam.



Job Requirements:

  1. Applies Federal government standardized principles and practices of position classification as well as analytical and evaluative techniques sufficient to conduct desk audits, utilize federal office of personnel and management tools (OPM), determine correct pay category, occupational series, title and grade level and prepare evaluation reports and discuss findings with management and employees. Assist in updating the departments Total Workforce report, Recruitment Status report and the Command Organizational chart.
  2. Creates and executes an in-depth training plan to transition current entry level HR staff to qualified Position classification specialists.   Develop appropriate exercises for jobs covered by the Federal Wage System (FWS) including supervisory jobs, work leader and journey level jobs including exercises to perform actual position classifications.   Provides training to non-HR NAVFAC employees, supervisors and managers on position management, position classification and general classification concepts sufficient for the target audience to understand the basic principles of position classification, the supervisors’ role and responsibilities and where to go to find answers on position management and classification and understand basic formats and content for position descriptions.










Certifications, Licenses, Physical requirements or other expertise required: The contractor must have:

  1. Minimum 3 years of experience as Position Classification Specialist
  3. Minimum 3 years of experience with a Federal personnel management organization


  1. This is a federal government contract position and the ideal candidate must clear 100% of the agency’s required background check.   Candidate will be required to work on a military installation. Candidate must be proficient in various federal systems and management tools (OPM, FWS etc).

Key Deliverables:

  1. Accurate position descriptions and evaluation statements
  2. Desk audit findings and classification recommendations
  3. Weekly update reports as requested (eg, Recruitment status report, Command organization etc)
  4. Development & Implementation of HR specialists position classification training program
